Black areas around fiberglass pool fittings

A friend has a 11yr old fiberglass pool that is developing black areas around some of the fittings. He says that the black areas feel like silicon and can be peeled off, but then reappears. I have done some searching and it seems to me it may be "cobalting", but I would like some more opinions.
