is this setup a good deal

If it works, I'd say $250 would be a good price. If it was moved with sand in it, the laterals and center pipe will most likely have to be replaced and that will make it worth less.
If those filters are moved with the sand in them the sand shifts and cracks the laterals and sometimes the center pipe. They're designed to be static and not to withstand pressure from the shifting sands, as it were. 
So rolling a sand filter on it's side (while filled with sand) might be a problem? Oh..Oh

Seems like I have enough reason to open it up and check for damage.

now im lost about this as well. so when i go look at used filter and if they have sand in them i should look to see if the pipe is cracked inside. never had a sand filter so this is very new to me.
the one i posted earlier she still hasn't got back to me and i thought it was still in the box as what my friend said to me but i looked her add up and she said it was used for a month

so bama when going to look at new setups what should i ask? things like did you move the filter with the sand in it would that be the main question and where do i look for damage if they have been moved

The big thing is if they moved the filter with the sand in it. If they did that's a red flag. It's hard to inspect the internals. so you need to negotiate the price basd on that.
