No stabilizer at that pool shop. They sold out. Will go to a different store tomorrow.

Pool shop owner suggested dump a gallon of chlorine in and 1 pint of muriatic acid for 17 days
 
So PH is indeed off the scale high. You want to add about one pint of acid, wait at least half an hour with the pump running, test the PH, and repeat as needed until the PH is below 8.0. My guess is that you will only need to do that three or four times. Don't keep adding acid every day, as the PH will get way too low and that could damage the liner.

CYA at zero means you can't maintain an FC level during the day, the sunlight will burn it all off as quickly as it is produced.
