adding chemicals with a variable speed pump

So, got an Intelliflo VF recently, and had a question about adding chemicals. Do I need to increase flows when adding chemicals? I have the flows at 15gpm, sometimes less. Can I just add chemicals over a low flowing return without changing speeds?

As long as there's a decent flow out of the return it'll be fine.
