pool liner install

on an overlap liner when the water starts to come up the wall, should the you be able to touch the liner and feel the wall or should it be tight and have to push towards the wall? Should I let more liner out? At what point of water level do I start taking top rails off an installing copping and putting back together.

Most all of them have a gap between the liner and wall as it's filling.
You can do that anytime after the water level is above the cove.
