Almost everyday I find a build up of sand and or dirt under 2 returns that are over my stairs. One of the returns also gurgles and spits a few air bubbles. Does this sound like a leak?

No, it does not.....not inthe return line, anyway.
The air bubbles could be a suction side leak where the water comes from the pool to the pump.
I cannot explain the dirt and the sand other than the obvious........folks getting in and out of the pool.
