minimum flow rates for Autopilot Poolpilot Digital

So the Autopilot manual says the manifold requires 20gpm minimum flow, and the trouble shooting section says the check flow light will turn on (and the purifier off) at below 15gpm.

1) So which is it? 15 or 20?
2) If the flow rates are below 15gpm yet the Autopilot light doesn't turn on and it still appears to be running, is that bad/dangerous?

Aim for 20 GPM to get the AutoPilot to work. Lower flow rates might work, might not work, might turn on and off at random. Running at flow rates below 15 GPM with the cell on is mildly dangerous and certainly not good for the cell.
