Scaling on a Vinyl pool

So we opened our pool and poured tons of bleach in it and it was still cloudy. Got in and felt the hard scaling ring around the entire pool to where we had it drained to all winter. How the heck do we get this stuff off? Tried scrubbing but to no avail. Do we need to drain it back down to the scaling and drop the ph with muriatic acid?
 
Your test results are very suggestive of algae problems, and don't show any indications for scaling. My guess is the scaling happened a while back and the current cloudy water is algae. Regardless, you need to keep shocking at least until the CC level comes down, and probably longer (depending on how quickly the water clears up).

Scaling on vinyl can often be scraped off as long as you are careful not to cut into the vinyl with the scraper. If that doesn't work you can try softening it up by keeping PH, TA, and especially CH levels on the low end of their respective ranges.
 
Yes. The scale is really an independent problem from the CC being present. You need to shock until your CC is 0.5 or less, your water clears up, and you lose less than 1 ppm of your FC overnight.
