Phosphate buildup on salt cell?

Found this tidbit online. Is this possible? I know phosphates aren't a problem if the chlorine level is in the proper range based on the CYA level, but if they can affect the output of a chlorine generator, then keeping the chlorine at the right level becomes that much harder.
