leaking under the epoxy

I have found a leak from underneath some old epoxy in one of my skimmers, which is about quarter inch from the piping. Can I just epoxy the edge of the old epoxy? I'm concerned of having epoxy so close to the piping, is this a valid concern? Should I have remove the old epoxy and re-apply the new epoxy?

You almost always want to remove the old epoxy then re-apply.

Often you can scrape it off.
