How long should you wait after using Cal Hypo to bring your chlorine level up to a normal level ..in other words not shocking the pool but merely adding a few ppm to bring it up to say 4ppm ..dissolved in a pail and poured in?

Immediately I would say. It's just chlorine and calcium. You might wait an hour for everything to get stirred around, sweeping will help, but I see no reason to wait.
An hour is completely safe. Half an hour or less is probably fine, but that depends on how good your circulation is.
