When to backfill around new pool?

The installers just left and I'm wondering how much water should be in the pool before I start backfilling around it? It looks there is about a foot to backfill on the one side and 2" or so on the shallowest side (they said there was a 10" grade difference). There is about 5" of water in the pool now and there is a 50% chance of storms this afternoon. Thanks!
 
You need water pushing "out" before you need any dirt pushing "in". Run two hoses, one from a neighbor's house if you can,..........got any tarps handy to cover the trench with? I assume an above ground pool? Add a sig line in your profile listing your "stuff" like mine below to make it easier to answer your questions. Welcome!
