Anyone know what the following is in the image? I thought water was flowing through there now I don't see water. Does this mean my filter is clogged?

That looks like a check valve. You can't always see the water moving when it is free of bubbles.
The two best ways to check if your filter is clogged is to feel the force of the return jets, if they are weak then the filter probably is clogged, and to watch the pressure gauge on the filter, when the pressure is high the filter is clogged.
