after fixing the water as clear as crystal. now i can see some area comes off because the automatic cleaner.

Yes, properly fixing that will most likely require sand blasting which means draining the pool. Generally any kind of paint coating, epoxy or otherwise, is not usually a good idea because it makes such a mess when it wears out.
