When I started (installed the system) I had high salt and drained water till I hit the 3200 mark. It has stayed that way for about 3-4 weeks but then I noticed that the salt levels started going up first to 3300 and then to 3400. What can cause this. I did have to add about 3 inches to water to allow for evaporation. I run the pump about 9 hours a day.

Also had chlorine at 3 ppm and last weekend it read 0. We have high winds in the area, does that make a difference?

The salt measurement is not completely temperature compensated, so they tend to read higher salt levels as the water warms up.

Temperature can make a difference in the reading. I'm assuming you're reading it off the swcg. Have you inspected the cell?
