I have pebble tec on my tanning ledge that I do not like. I want to overlay it and was wondering if I could use a colored portland cement to overlay the pebble tec.

Never heard of anyone wanting to do that. What's the problem with the pebble tec?
If you wanted to get rid of it, the proper way would be to chip it out and do a proper plaster job. Any chance of some photos?

The PebbleTec could be covered over, though it will be tricky to get a good enough bond. To get that bond to work the current surface needs to be carefully cleaned, you will need to use a bonding agent, and the new layer has to have some thickness so it doesn't just flake off. Chipping out and then applying plaster would be more reliable.
