tips and procedures for fixing a standard pool light...

Pretty standard fixture and the same as the ones in most of the videos I watched on Youtube, it takes a 400w floodlight.

So far I detached it, removed the lens and replaced the bulb and gasket, but it still doesn't work. I checked voltage inside the light head and got nothing with the light switch on. Checked voltage at the back side of the pool light switch and got 34 volts (weird!), while the adjacent light switch (it's a double switch) that turns on flood lights that are mounts around the outside of the pool wall is showing 120 volts at the connections on the back of the switch.

Not sure what to do next. I really don't know how you can have only 34 volts. Usually you either have full voltage or nothing, not something in between...
