Do I need to lower my PH or increase my FC?

Your pH is at the high end, so I would recommend lowering it. As far as FC, we would need to know the cyanuric acid level, as that determines the proper FC level.
EDIT: Opps my bad, you did post the cya. You do need to up the FC. See the chlorine/cya chart in the stickie section.

You should not let the FC drop to less than 2.0 ppm, otherwise you will be flirting with bacteria. This is all assuming the pool is a non-SWG pool.
I would try to keep FC at 5 or above at all times. Bringing the PH down a little will also help the chlorine be as effective as it should be. So right now you are just a little low on FC and it is being less effective because of the high PH, so you are right on the edge. When my pool is at an equivalent point the water looks a little "dull".
