Do I need to lower my PH or increase my FC?

Maybe you need to filter a little longer each day. The borates should prevent algae. Still, I would target FC just a bit higher to have a little wiggle room. You should not let the FC drop to less than 2.0 ppm, otherwise you will be flirting with bacteria. This is all assuming the pool is a non-SWG pool.
 
I would try to keep FC at 5 or above at all times. Bringing the PH down a little will also help the chlorine be as effective as it should be. So right now you are just a little low on FC and it is being less effective because of the high PH, so you are right on the edge. When my pool is at an equivalent point the water looks a little "dull".
