How to check/change fuse in Intellichor Power Box

I have an Intellichor 40 salt generator and no power to the cell. Does anyone know how to check and change the fuse which is located on the bottom of the power box?

if yes, does the unit receive power from the breaker ?

Common Problems and Solutions
1. “PWR” light not on or Red
Check to make sure either 120VAC or 240 VAC input power is connected to the
proper wire connections on the Power Center. Verify input voltage with a volt meter.
If there is input power, the fuse may have blown. The Intellichlor is protected by a 10
amp fuse located on the bottom of the Power Center enclosure, next to the cell quick
connect cord receptacle. Unscrew the fuse holder, check fuse and replace as
necessary.

Yes, this is a chlorine generator. There is ac power coming into the box, but none from the transformer. Does the fuse unscrew from outside bottom of box, or do I remove the fuse from the inside. Also, there is no green LED light INSIDE the box, which should be on. Thanks
