I have a friend with a Vinyl Pool with a fine dust in the bottom of the pool. There is a green tint and when you disturb the bottom of the pool, it clears up. I never dealt with vinyl pool, but is this algea ?

The only way to know for sure is to run the OCLT (overnight chlorine loss test). If they pass that then it's just dirt or pollen.
another issue we are having are the dust particles in the bottom ( which I just read could be dead algea) can't be cleaned up with the vacuum that came with the pool. when you try to use the fine net the particles just move around

Very fine dust will go right through most vacuum bags. Some people use silt bags and I'd suggest you try it if your mfg offers one.
