Aqua Rite Stopped working

I found a neighbor that has a Aqua Rite and wanted info from him but his quit working. I told him about this great site but he does not do computers.
He said his check cell and check salt light stays on all the time. He cleaned the cell as he alway does and added salt just to see. Is there a way to test the cell.

How old is his cell?
Has he checked the salinity in the pool, other than what the unit says the level is?

The cell is 3.5 years old and the display shows 2900 salt. No he has not had the salt checked. Can the cells be rebuild?
