When is it ok to swim

It all depends on your CYA level, see the Chlorine / CYA Chart at Pool School. Anything between the minimum and shock level is safe to swim as long as the PH is between 7.2 and 7.8, the water is clear, and there isn't any visible debris or other obvious organic contamination.
We don't recommend swimming in a pool that has a FC at or above shock level. This isn't to say that it isn't safe to swim in. It very well may not be, but we don't recommend it.
On the flipside, it is absolutely unsafe and even dangerous to swim in a pool where there is not enough chlorine present to kill harmful bacteria.
