Fiberstars Jazz Light

I have a set of Fiberstars Jazz Light J-400.

After I replaced the water in my pool I can't get a single light to turn on.
I have 4 on the pool and on a separate circuit I have one more in the spa.
I've checked the breaker and GFCI and it's ok.
The relay turns on as it should.
I've followed the wires as far as I can and I got power there.
I have used a contactless voltage tester at the light and I got power there.
I even tried with a new lamp and no luck.

What am I missing?

Hmm. No idea.

Well after some "help" from fiberstars there was only one solution.
Replace the whole fixture. Not so cheap.

What exactly did they/you determine the problem was?

They determined the unit was broken, duh.
Just like squidlarry said. They helped me to send them some $$$
I could see the lamp starting to arc, and the nothing else.
Got a new unit from poolsupplyworld.com and it started up bright as a day right away.
