Spot acid treatment for pebble bottom pool

I posted earlier that our neighbor had some issues with what looks to be small rust marks on their stonescapes pebble pool bottom. The plaster guy came out and used a small circular tool that had a small chemical hose that attached to the pool pole. He placed it over the rust mark and hit it with acid. It cleaned it right up.

What is it and where can someone get there hands on one?
