My pool is 1.5 inches off in one small spot is it normal for the poles and top to sway a bit from alot of movement in the pool?

Sounds normal to me, mine does the same thing.
I not level by 1" but it gets closer with each passing year.

YEP!!! Ours did that when we had one. My daughter who was three at the time thought it was so funny as she called the low spot the deep part. It's normal, but not necessarily a good thing. Keep checking your rails around the pool, in time they may try to shift a bit. In the mean time just have fun with it.
