Could I just put the sock into the skimmer or is it better in front of return?

You can secure it in a fashion where it sits in front of the weir and the flow of water pulls the filled sock toward the skimmer. I do that sometimes. I wouldn't put the sock in the skimmer though out of fear that it might come loose and you would end up with a sock in the skimmer line.

In my pool the CYA dissolved quicker in front of the return than it did in the skimmer.
