Good vinyl cleaner?

I have a dark (although very subtle) ring a few inches above the water line on our vinyl liner. I bought some vinyl cleaner from local spa shop called "Ultrashine vinyl & leather cleaner" and if I use it with a sponge, the dark rings will come off, but it does take a bit of elbow grease.

I was wonder, first off, what would the stain be, is it body oil/suntan lotion?

Is there a preferred cleaner that people here at TFP like to use?

I've always used a paste made from baking soda on a sponge, and a fair bit of elbow grease.

It's body oils/ suntan lotion and dirt that cause this and a ~ strong base helps dissolve it :-D
