tested chlorine first time with TFTest kit and indicates no chlorine is being made
I have intelichlor IC40 just installed this winter
salt level at 3900 ppm all lights green

Pull sample in front of return while cell light is on. Unit could be working fine, lots of variables to consider.

You should post a full set of water test results and do a visual inspection of the cell plates looking to see if you have any white chalky deposits on the plates. Also, what does the pool water look like?

You need to start with with some chlorine in the pool. A SWG is not designed to start from scratch. They are made to maintain you CL level in a healthy pool. Try adding bleach or liquid chlorine until you get up to the 3-5ppm range, depending on your CYA level.

Retest the TA. Wipe the tip of the R-009 dropper bottle in between each drop with a damp cloth. See if you get a lower result...
