Computer problem

My electric company has just changed their bill viewing to a PDF format. When I click on view bill a window pops up but it is blank. I just talked to tech support for 45 min going through all settings and we still can't get it to work. I have Adobe reader 9 installed which is what they recommend. I turned off my firewalls and pop up blockers and still nothing.
Any suggestions?
