1st time opening pool - cloudy water for 2 weeks…

I’m new to pool chemistry, this is our 3rd season with a 26ft round temporary above ground pool with SWG. I have a Taylor K-2006 test kit. I’m trying to SLAM the pool and today is the end of the 2nd week. The water is still cloudy with some debris that settles to the bottom. I’m not able to vacuum daily. Should I add clarifier at this point to try and get the stuff to the bottom to vacuum out? I’m so frustrated this is still not clear. I added bleach last night to raise FC from 10-12 and it dropped to 8 this morning. Pool was uncovered all winter and was black when we started. Now the frogs have laid eggs in the pool. I’d appreciate any help you could offer. I’m very frustrated.

We have a sand filter that my husband put fluffy balls in, instead of sand. It is running 24/7. I have not gotten salt levels up high enough to turn on SWG. I was going to do that after the water was clear.
Hmmm, I wonder if the Filterballs are saturated and need rinsed out. They are made of polyster fibers (similar to polyfill used for other applications).

Do the instructions offer information for cleaning the filterballs when the pool water is dirty?

I wouldn't add clarifier at the risk of gumming up the filter media.
