After 2 long weeks of trying to shock the pool (pump problems) I have finally held FC overnight and the pool has turned that wonderful milky color and I see the light at the end of the tunnel....my question is what FC level should I start treating my high PH and TA? When I started I had my PH down to 7.0, but I messed with the return and had too much water circulating on top of water I guess that's what caused it to rise to 8.2. My FC is at 17 right now...Thanks!

Your pH reading is not going to be reliable until your FC gets below 10 ppm. High FC values can cause the pH to read falsely high. Wait until your FC is below 10 ppm and recheck your pH.
