Stain/ discoloration on steps

This afternoon i pulled the cover back on the pool a little way to see what i will be dealing with in a few weeks. The first thing i noticed was a dull tan stain or discoloration on the pool steps. I thought it might just be some type of residue or dirt and tried to wipe some of it off with my hand, but it would not come off. The steps are white fiberglass in a vinyl liner pool.
Anyone run across something like this and what to do with it?

Try holding a vitamin C tablet against the stain for 30 seconds and see what happens. If the vitamin C has no effect, try holding a trichlor tablet against the stain for 30 seconds and see what that does.
