hex nut for fiberoptic lighting

can anyone tell me the purpose for the flex nut that is installed just inside the lining of the inground pool.
There's a bubble that seals the light and when I took that off I noticed the hex nut was not on tight.
Also, what happens if the seal is not on tight-does fiber optic lighting burn out like the regular lighting does?
The maker of the light is fiberstar.

Fiber will opaque when exposed to water. This will reduce the light released at the lens.

Are you doing a liner change?

Without a pic, I cannot imagine what nut you are referring to. Would you post one or put a link to one that shows what you are referring to?
