Pump surge

I have a Pentair WFE-4 that is less than 2 years old. Today I noticed that it's pumping in surges, that is, every three seconds or so it cycles between 20 psi and 0 psi. I've eliminated the filter as a potential issue by turning the Jandy valve to drain and the problem persists. Anyone have a suggestion?

The pool water is either below the skimmer line (allowing it to suck air) or you have a suction side leak. Inspect your system from the pool to the pump, find that air leak, and you will solve the issue.
