Must I purchase a cover seal specifically intended for pool covers, or is there some other product available at a Home Depot or Lowe's that's less expensive and will accomplish the same thing? Thanks.

I'm sure a pallet cling wrap would work, I think the only difference would be that it may not be UV stabilized, but it's not like you reuse it year after year. I personally haven't seen the use for this product if the cover is the right size and laced properly.
You can get the same stuff at UHaul as well..it's used for wrapping and packing stuff...it is green in color and is UV stabilized, compared to the clear wrap. It also comes on a handy roller.

I have to agree with Kevin...Unless you live in a very, very windy area, a properly secured cover will do just fine on it's own
