How to regrout tiles. A leak where tiles meet skimmer

Hi! after trying to find the source of the leak, by letting the pool drain itself, I found that the pool leaks right where the skimmer meets the tiles(not leaking inside the skimmer). After further examination, I've noticed the existing grout is old and sort of detached from the skimmer. What kind of grout do they use for these tiles anyways? is it plaster?

It's a plaster - what we always used was equal amounts of white portland cement and marble dust (a/k/a Marcite mix). Apply with grout sponge and wipe off the extra with a wet sponge, then wipe with a dry cloth (letting things set a few ~ 30 minutes between steps)
