Debris under return jet

OK, I rekcon this is a pretty stupid question but...

...debris left in a pile at one of my return jets would indicate that the filter isn't working right, no? Or am I being a bit naive? We got the pool guys in to see what was happening as it has just started piling up the flies and leaves etc in the last week. They said the pool is clean and therefore all working right! Any ideas of how I can fix this myself as it surely isn't right?????

It's hard to give good advice when we know nothing about your equipment.
