Re-grouting plaster pool. leak between the skimmer and grout

I started to let my pool leak all the way to see where the water is draining out from. I narrowed it down to the part between the grout and skimmer. I noticed the old grout is no longer flush (attached) to the skimmer...

Could it possibly leak there? the water in the skimmer is still there so it cant be the skimmer.

How do you fix it...grout, plaster, would ez patch work?

90 percent of pool leaks is at the skimmer and grout line and it sounds like that is where your leak is. All three things you mentioned for the repair will work your on the right track.
