low pressure from jet

I recently switched over to sand filter from cartridge filter. I'm not sure if that has anything to do with the low pressure from the one jet. Another issue also arise after the switch. The baby pool which sits higher than the pool itself empties when the pumps are off. Seems like water is back flowing from jets.
 
Sand filters usually have quite a bit more head loss than cartridge filters so the flow rate will be reduced some. What size is the filter and what size is the multi-port valve? Is the filter pressure higher or lower than before?

The higher pool should have check valves to prevent the water flowing out when the pump shuts off. Make sure they are still in working order.
 
Does the pressure gauge go to zero when the pump shuts off? If not, the gauge is probably bad.

One other thing to check is to make sure the ports on the valve are connected to the correct lines.

Was anything else replaced while the filter was being replaced?
