New Spa jets not working well

I have a new spa just built. It has 20 jets. 10 on a hayward 2hp variable speed pump. Plumbing is 2-1/2" These jets work pretty well. The other 10 are run through the a cartridge filter and heater. These are doing poorly. They are also on a hayward 2 hp pump. We pressure tested lines and they are fine. These are on 2-1/2 lines as well. Can we upgrade pump size to 3hp and put an inline filter? would that help. There is probably about a 50 foot run of plumbing on this side as well with 90's etc.

The restriction flowing through the heater is possibly a big part of your loss of pressure. The builder should of plumbed one return for circulation through the heater independent of the jets.
