FC high and white vinyl has a brown film

Having trouble with a brown film on all of my white vinyl. I added bleach last week while my chlorine was 6 and it seemed to clear up for a minute. But, it is back.

What happens when you rub the white areas? Does it come off? If so it could be as easy as brushing the pool once or twice a week. I know my pool needs it at least 3 times a week in the summer and once a week during the burrr time of year.
