Tiles popping off

I had tiles popping off all over. We have a contractor that is going to replace all of the tile, he started and now says that when our pool was built they used the wrong mortar for the coping and it also is coming apart....needless to say this is turning into a nightmare patch....over $10,000 estimated....now we have an empty pool, tile removed, coping loose and don't know what to do....any suggestions. Does this job sound like its reasonable....20 x 40 gunite pool, 9 years old in Utah so winter is an issue.
 
That job would be 3-5 k in South Florida. I do them all the time. The tile job is 13 a foot and the coping depending on what it is runs 18 - 25 per foot. I know other markets get more money. We are the cheapest pool market in the nation.
