Can the steps sit on the liner?

I was just wondering if the steps can be placed directly on the liner without any issues or should there be something in between the two? Like some sort of padding or material.

Many people put a bath mat type thing under them. We got a plumbers mat at Lowes. It's what the plumbers put under shower installs. Good cush and keeps those steps from rubbing a hole in the liner.
