Just purchased a house with an in-ground pool and the pool ladder in the deep end is rusting around the water level. I would like to remove the ladder and put in a new one but there isn't an anchor around the ladder and seems to have been installed with poured concrete around the ladder. Concrete is surrounding the entire ladder and will not budge. Should i drain the pool so the water level is below the rust and use something to remove the rust or is there a way to remove the ladder?

Sounds like you'll have to break up the concrete to get it out 
I can't think of another way. Rust in the pool water can cause iron staining which is no fun at all. You could try removing the rust but my guess is that it would come back quickly.
