Possible filtration/pump issue with clearning deep end

In my vinyl lined, sand filter pool (35'long x 17'wide, oval) I have one return. I am relatively new to TFP, but have gotten rid of a really bad green algae problem. I have one issue left - the deep end never clears up. My deep end is 8' 6" and the shallow end is 3'. The return is at the deep end. I have it pointing horizontal to promote circulation, but I am not sure if the water down low is getting a good stirring. Oh and another note, I do NOT have a floor drain. I have been doing an experiment where I sink my vacuum hose (I have a pool vacuum port on the side of my pool, separate from the skimmer) into the deep end to promote water circulation down low.

Any suggestions, ideas? Should I point my water return down low? Is the cloudy water deep just something I have to deal with?
