Best tool/method to smooth rough plaster around edge tiles?

Our newly plastered (6/26) pool, while generally quite smooth (sort of like leather), has some rough areas near the edge marker tiles, I think due to being roughed up by the sponge as the plasterers cleaned off the tiles. We are steadily brushing, but it seems to have little effect on these areas, so I'm wondering if there is a tool/method to 'sand down' the rough bits?

Let it cure one month before sanding then use a masonry disk for a 4 inch grinder. Just lay it on its side and sand it smooth.You could also get a rubbing brick(the one with red or blue handle) at Lowe's or Home Depot. The trade Pro's use diamond sand paper(old hydra-torque pads).
