We need to drain our pool to reduce the CYA level. We also have some patches of algae on the sides of the pool. Is it recommended to spray or treat these patches when the pool is drained or will drying and exposure to the sun finish any living algae? Is all the CYA removed with the water that is pumped out or is there a recommended rinse or cleaning procedure for the exposed walls to clean out all the CYA? Thanks!

You need to be careful about doing a complete drain of the pool. A vinyl liner doesn't always survive a complete draining and any kind of pool can have serious damage if the ground water level is too high when it is drained.
If you have a plaster pool, you can rinse the areas that have algae with a dilute bleach mixture to help kill any algae that might be on the walls. Try ten parts of water to one part of bleach.
You don't need to wash the pool because of CYA. Some small amount of CYA might remain, but washing won't remove it.

How high is your CYA level? I mean, if you have 100, and do a total of 1/2 drain (maybe 1/4 at a time?) you'll end up with 50. If you have 200, you'll have to do a 3/4 drain to get to 50, but again maybe not all at one time.
I wouldn't do a total drain for CYA; just enough to get it down to manageable levels. Too much damage can happen, especially with a high water table.
