3way valve question

I told the icompetent guys building my pool to take out the ball valve on the waste port and put a 3way where you see it now. (Good suggestion by spishex) Well I'm glad they left the ball valve cause when I opened it water came out the waste port.
Could someone explain the mechanics of the 3way???
Is it installed correctly?
Should I just leave things the way they are???

The valve shuts off the port it is pointed towards. So to shut off the waste, point the valve toward (handle away) from that port.
