Vinyl liner trouble

Trying to start pool up for the first time ever, new home, liner suddenly has wrinkles. Following on line suggestions to lightly tap them out, we either found or produced a tear. Everything says do not drain, but how can we fix a liner tear that is ON a wrinkle? TIA for any help
 
How long or big is the wrinkle? Also do you know how old the liner is? If it is brittle enough to tear then it might be that it is just time for a new one. But if that won't do than it'd be best to be able to patch over the entire area but if the wrinkle is extremely long or it isn't possible to apply a patch over the whole area than I'm not entirely sure myself on the best way to go about patching it. You don't have to drain to patch as the patch kits are designed to be done underwater. The question is though is what is the size and area of coverage that is needing to be patched.
