DIY Pool/Deck Lounge question

Hi all,

Some time ago I came across a website that showed you how to build a pool lounge using PVC pipe and some sort of plastic straps/webbing. I can't find the website anymore and I don't know what those straps are actually called or where I would go to find/purchase them.

Can anyone help?

I know that Lowes used to carry the webbing/strap material for repairing lawn chairs. Don't know if they still do but they did before.
